How early can I book train ticket?

Need to get from Paris to The Hague by train on Thursday 7/19/07, one way.

I have searched this forum and found some great info, ie

Best to reserve ASAP

Roundtrip fares appear to be cheaper

Look for %26#39;smilies%26quot; fares

My questions:

1) what is best site to book tickets thru from the US and have them mailed to me?, I%26#39;ve been playing on this site-http://www.raileurope.com

Which site has the %26quot;smilies%26quot; fares

2)How soon can I book? The above site won%26#39;t let me book more than 60days in advance

3) Big difference between 1st Class and 2nd class seating for this 3.5 hour journey?
